The Gimp 2.2.12 (Windows, Open Source, 7.73MB) [via Filehippo] is a multiplatform photo manipulation tool. GIMP is an acronym for GNU Image Manipulation Program. It is suitable for a variety of image manipulation tasks, including photo retouching, image composition, and image construction. Requires GTK+ 2 Runtime Environment.
Version 2.2.12 is the latest stable version of The GIMP. Please note that the 2.3.x versions are actually development releases targeting the future 2.4 stable release.

I'm currently trying to teach myself to use The GIMP to create pictures for my news articles at 1SRC.com. I happy to learn that it supports PSD files. :)
