The GIMP 2.4.2 (Windows, Open Source, 14.48MB) [download via Filehippo] is a multiplatform photo manipulation tool. It is suitable for a variety of image manipulation tasks, including photo retouching, image composition, and image construction.
Also available for Linux.

I find that The GIMP is a nice free alternative to Adobe Photoshop.
