PDF2EXE 1.0 (Windows, Freeware, 1.6MB) [dl via SnapFiles] enables you to compile a PDF file into a standalone executable (.exe) file that integrates a simple PDF viewer and does not require Adobe Reader (or any other PDF reader) to be installed on the system.
You can set additional options that allow you to restrict printing, disable document properties, text extractions and other operations, and also password protect the PDF executable and set a custom web link that is opened from a button in the toolbar.
