Inkscape for Windows 0.44 - Open Source Vector Graphics Editor

inkscape picInkscape for Windows 0.44 (Windows/Linux, Open Source, 16.1MB) [via FileForum] is an open source SVG editor with capabilities similar to Illustrator, CorelDraw, Visio, etc. Supported SVG features include basic shapes, paths, text, alpha blending, transforms, gradients, node editing, svg-to-png export, grouping, and more. Its main motivation is to provide the Open Source community with a fully XML, SVG, and CSS2 compliant SVG drawing tool.

If you frequently edit SVG files, and would like to use an open source application to do your chores, Inkscape looks to be very promising. It is still in its development stages, but by judging from various user comments at FileForum, this should be on your watchlist.
