HydraIRC 0.3.151 (Windows, Open Source, 647KB) [via SnapFiles] is an open-source IRC client with an attractive and easy to use interface. It supports DCC Chat and File transfers, Multi-Servers, Dockable Floating Windows, DLL Plugins, Channel Monitoring, Message Logs and more. You can also customize the screen output, set up audible notifications for chat events and maintain multiple user identities.
Haven't tried this yet, but SnapFiles gives it 4.5 out of 5 stars. You can choose either the EXE version, or the ZIP version which you can use in a USB flash drive.
